It seems clear that Rep. Eric Swalwell is suffering from OBAMAmnesia because he tweeted his outraged that President Trump allowed the Border Patrol to use tear-gas to drive away the invading migrants. But he has completely forgotten that Obama did the same thing in November 2013.
